Just like how Shoto had to overcome his issues with his father before he could use his fire. He just had this emotional dam to break before he can access his powerup. We saw him dust a crowd earlier almost by accident and Re-Destro specifically mentioned he's been undergoing hard training. We're literally at a point where a mental block appears to have been preventing Shiggy from reaching his max potential. I could see a Shoto born to a more chaotic and dangerous home becoming very much like Shiggy. We all know Shoto is the product of a tremendous amount of nepotism, even if he isn't actively taking advantage of it. I'd say the big difference is Endeavor's empire providing the stability, structure, and opportunity for his family to find better paths. They're on similar levels of hate at various points in the story I'd say.
